Planning Board finds Webber’s Cove application complete pending waiver requests; public hearing set

The Blue Hill Planning Board reviewed the Webber’s Cove Boatyard Commercial Site Plan and Shoreland Zoning application on May 13 and found the submission complete on the condition that the applicant provide waiver requests for Major Development requirements.
Gavin Riggall recused himself from discussion. Board members said the shoreland zoning portion met Planning Board criteria while the commercial site plan portion initially met Minor Development criteria for CEO approval but was reclassified by the CEO as a Major Development because of abutter concerns. The board requested that the applicant file waiver requests explaining why the materials meet Minor Development requirements and be judged accordingly.
Chair Matthew Martin moved to find the application complete conditional upon receipt of the requested waiver requests. The motion carried with five yes votes and one abstention (Gavin Riggall). The board scheduled a public hearing on the application for its next meeting.
The board’s request narrows the immediate completeness requirement to document justification for using Minor Development criteria despite the CEO’s reclassification; further substantive review and public comment will follow at the public hearing.
