Commissioners discussed the city's limited capability for remote participation for regular meetings and the IT staffing needed to provide reliable hybrid meeting support. Staff cautioned that allowing remote participation for board members while expecting applicants to appear in person could reduce in‑person applicant attendance and that staffing constraints have led the city to limit hybrid setups for boards.
