Council notes 27 pay periods in 2026, defers 501(c)(3) funding discussion to Nov. 12

Finance Officer Matt Clouse told the Committee that 2026 will include 27 pay periods rather than the usual 26 because of the way dates fall; he said this situation occurs about every 11 years and will affect salaried employees. Mayor Aaron Patterson asked council to withhold any substantive discussion about a proposed Village 501(c)(3) until the Nov. 12 council meeting; the council briefly discussed whether the Village could legally contribute funding and Council President Dee Hefner said she would inquire with the State Auditor's Office.
Administrator Josh Bender also proposed that the Village pay to replace two dilapidated benches at the plaza on Millstream Credit Union property and said he had been in contact with Credit Union officials. Bender solicited feedback on potential improvements to the Village website and recorded no suggested corrections during the meeting summary. Council discussed the holiday lights contest and directed that a resolution on funding awards be presented at a future meeting. A code enforcement update was requested with Administrator Bender and Code Enforcement asked to provide detailed reports; Eric Sweat asked whether a commercial blight ordinance had ever been considered.
