Bentleyville council appoints Ken Kvacek to fill vacancy and names Ryan Rubin council president

The Village of Bentleyville Council accepted the resignation of Council member Alex Goetsch and appointed Ken Kvacek to fill the unexpired term during its Jan. 21 meeting. The motion to accept Goetsch’s resignation was made by Council member Ryan Rubin and seconded by Robert Chalfant; the roll-call vote was recorded as unanimous.
After the appointment, Council member Ken Kvacek moved, and Robert Chalfant seconded, to select Ryan Rubin as Council President. The roll-call vote to confirm Rubin was unanimous and Rubin accepted the nomination. Ken Kvacek was sworn in at the meeting.
Mayor Kathleen Hale asked to be informed of committee memberships for the year; Council President Ryan Rubin agreed to email the Mayor a list of committee assignments.
The changes take place at the start of the council’s calendar year and establish internal leadership and committee contacts for upcoming budget and infrastructure work. The minutes record that the clerk moved to accept minutes and audio from a previous meeting (the minutes text references Dec. 22, 2025 and also notes Dec. 21, 2025), but the council’s immediate governance actions at the Jan. 21 meeting were the resignation acceptance, appointment and the selection of the council president.
