Bentleyville council approves year-end bills, insurance contract and several 2026 appointments; Director of Law pay tabled

The Village of Bentleyville council met Dec. 22 and acted on a package of year-end business, approving several emergency ordinances and resolutions to set the village’s bills, appointments and 2026 levies.
Ordinance 2025-54 authorized payment of December bills totaling $287,586.73. The motion to suspend the three-reading rule was made by Ryan Rubin, seconded by Robert Chalfant, and the adoption motion passed on a roll-call vote with all voting members recorded as "Yes."
Ordinance 2025-47 authorized the mayor to contract with Medical Mutual of Ohio for health-care coverage for full-time employees at an aggregate cost not to exceed $119,000; the ordinance was moved by Ryan Rubin, seconded by Lisa Whitmyer, and adopted on roll call (Chalfant Yes; Goetsch Abstain; Hemmelgarn Yes; Kvacek Yes; Rubin Yes; Whitmyer Yes).
Ordinance 2025-55 confirmed the appointment and terms for the Village Engineer for 2026. Engineer and Building Official Jeff Filarski told council the fee structure remains the same as in prior years; the ordinance passed after unanimous roll-call votes.
Two budget-related measures for 2026 were also addressed. Resolution 2025-57, accepting amounts and rates as determined by the Budget Commission and certifying tax levies, was amended to correct meeting-date and attendance errors and was adopted by roll call. Resolution 2025-58, adopting the 2026 appropriations, required a clerical correction in a whereas clause (changing "2025" to "2026") and was adopted as amended.
Ordinance 2025-59 authorized the mayor to list certain village property for sale on GovDeals, Inc.; council amended the ordinance to remove a reference to a missing "Exhibit A" and update dates before adopting it by roll call.
Not all measures advanced: Ordinance 2025-56, governing employment and compensation for a Director of Law/Prosecutor for 2026, was the subject of discussion and then tabled until the January 2026 meeting (motion to table by Ken Kvacek, seconded by Terry Hemmelgarn).
