City approves rate change to reduce high base fees on larger residential meters

Roseville council on Monday adopted a resolution adjusting utility billing for certain residential properties with larger, nonstandard water services.
Public Works Director Jesse Fryhammer explained that about 29–30 residential properties have 1‑inch meters (or in one case 1.5‑inch service) and currently pay higher base fees tied to meter size — in some cases 2.5x or 5x the standard 5/8‑inch residential base. Staff proposed a new nonstandard service fee: a flat charge that is two times the residential base for such properties, intended to make the base charge fairer for single‑owner homes and duplexes that share a single service line. Fryhammer said the change would reduce aggregate revenue by roughly $3,300 annually and affect about 30 properties.
A resident who had previously been paying the higher rate, Jim Knutson of 841 Brenner Avenue, addressed the council and said the change would save his household roughly $565 per year. "I absolutely support it," he said.
Council members thanked the resident for raising the issue and staff for the correction. Councilmember Schroeder moved and Councilmember Bauer seconded the resolution to adjust rates; the council approved it unanimously.
