North Baltimore council approves CSO construction contract and lead line engineering task order; water loan item on second reading

The Village of North Baltimore council on Oct. 14 approved Resolution No. 28-2025, authorizing the village administrator to enter into a contract or contracts with Peterson Construction Company for the Combined Sewer Overflow (CSO) Structure Modifications Project on Eagleville Road. Council moved to suspend additional readings and adopted the resolution as an emergency.

In the same series of motions, the council adopted Resolution No. 29-2025, authorizing the village administrator to execute Task Order No. 4 with Jones & Henry Engineers, Ltd. for professional engineering services for lead service line replacement; that resolution was also adopted as an emergency.

Resolution No. 30-2025, authorizing application for and acceptance of a Water Supply Revolving Loan Account (WSRLA) agreement for planning, design and/or construction of water facilities, was listed on second reading. The meeting packet and the village administrator’s report referenced ongoing work on water and sewer projects including the E. Broadway Project, the Water Street Bridge replacement (which the village now owns and should be "cured" every three to five years, per the administrator), stormwater work and CSO modifications.
