Ogemaw County commissioners approve multiple administrative resolutions, including asset policy and HR reorganization

The Ogemaw County Board of Commissioners approved a series of administrative resolutions Tuesday aimed at centralizing oversight of county resources and personnel.
Administrators presented a countywide property-and-assets policy to formalize procedures for acquisition, donation, lease, transfer and acceptance of county property. Administrator Francine Zisk told the board the policy "ensures fiscal accountability, transparency, budget compliance, procurement compliance, and appropriate board oversight of county resources." The motion, made by Commissioner Mark Serbrook and seconded by Commissioner Roger Mayhew, passed on a roll-call vote.
The board also reinstated credit-card authorization for the jail administrator after discussing a prior over-limit incident. Supporters described the prior use as an "honest mistake" and said the administrator had acknowledged the error; the board approved reinstatement and directed oversight follow-up.
IT Director Tom Spencer presented a one-year support and maintenance agreement for the county phone system with Sentinel Technologies. The board approved the renewal; the transcript records a contract cost written as "$1,12367" in the meeting material.
On personnel and administrative structure, the board adopted multiple related measures to centralize human-resources, payroll and accounts-payable functions under the county administrator's office. The actions included:
• Authorizing the transfer of a position from the clerk's office to the county administrator’s office and creating a human-resources and finance coordinator role to improve operational efficiency and oversight.
• Approving a separate resolution to transfer human-resources, payroll and accounts-payable duties and certain signatory authorities to the county administrator to streamline administrative processes.
• Approving a job description and appointing Tracy Turner as the human-resources and financial services coordinator at a stated annual salary of $52,116 effective June 22, 2026.
Board members said the reorganizations are intended to tighten oversight of payroll and signatory duties and improve administrative efficiency. All of the above motions passed by roll-call votes.
Other approvals at the meeting included permission to use the extension building parking lot for a community garage sale on June 27 to support a local group, and a minor ballot-language correction to add a missing question mark to a proposed countywide millage question for Michigan State University Extension services; MSU provided written consent for the correction, and the board confirmed the change does not alter the levy amount.
The board also passed a resolution designating the county administrator as the county's point of contact for incident reporting and insurance matters, centralizing claims coordination and documentation.
The meeting adjourned after routine commissioner reports and department updates.
