Kettering Council approves 2025 CDBG action plan, cites housing and small‑business support

The Kettering City Council on July 22 approved submission of the city’s 2025 Annual Action Plan to the U.S. Department of Housing and Urban Development, a step that preserves the city’s eligibility to receive Community Development Block Grant (CDBG) funding.
City planning staff told the council the plan centers on homeowner rehabilitation assistance for income‑eligible households, support for microenterprises and small businesses, fair‑housing activities, first‑time homebuyer counseling and funding for a senior services coordinator. Mr. Chidowski, the staff presenter, said the city’s CDBG resources will come from several sources including an annual entitlement of $59,000, about $53,000 in loan repayments and program income, and $521,000 in reprogrammed funds; he described that package as providing “over a million dollars available” for projects in the coming year.
The council approved the resolution without discussion. Planning staff said the programs are designed to target low‑ and moderate‑income residents and to support services already coordinated with nonprofit and county partners.
Councilmembers praised staff for the extra legal review and certification work required by recent federal changes, and the measure passed by roll call. The city manager and planning staff said they will post program details and eligibility criteria once HUD acceptance is final and allocations are confirmed.
