Exeter council narrows Measure P oversight eligibility to city residents and business operators, reopens applications

At its March 10 meeting the Exeter City Council directed staff to return with a resolution clarifying that eligibility for appointment to the Measure P Oversight Committee is limited to individuals who reside within the incorporated city limits of Exeter and to business owners or operators whose businesses are located within the incorporated city limits, and to reopen the application period.
City Clerk Francesca Quintana presented the staff report. Councilmember Bobby Lentz recused himself from the discussion and stepped down from the dais before the first motion was considered. The council first approved a motion to return with a resolution removing familial-relationship status from the eligibility document; that motion passed 4–0 with Lentz abstaining. The council then approved the residency/business-ownership limitation and the reopening of the application period by a 5–0 vote.
The actions amend the committee’s eligibility criteria used to appoint Measure P oversight members; the packet directed staff to bring back a formal resolution reflecting the changes. Council members did not place additional restrictions on the committee in the public record during the meeting. The council’s direction will require staff to prepare the draft resolution and publish a new application window.
Next steps: staff will draft the resolution as directed and return it to the council for adoption and to announce the reopened application period.
