Aspen weighs meridian barriers, bollards or full mall rebuild to bolster Pedestrian Mall safety

Parks and Open Space staff and design consultants presented a Pedestrian Mall Safety Initiative to Aspen council on Oct. 6 that lays out three security alternatives for the Wheeler node and asks council to provide direction on which approach to pursue.
Mike Tunte (Parks and Open Space) introduced the project and Meg Plumb of Design Workshop explained the options: (1) "Stay the Course" — increase the density and placement of existing meridian barriers to meet manufacturer spacing recommendations and pull them to the plaza edge; (2) "Secure the Perimeter" — install a line of fixed crash‑rated bollards along the curb with four retractable bollards for emergency access; and (3) "Implement the Vision" — a holistic phase of schematic‑design implementation that includes utility upgrades, regrading, ADA improvements and integrated bollards with deep foundations.
Design Workshop noted trade‑offs: meridian barriers can be deployed more quickly and at lower upfront cost (rental vs. purchase options were discussed) but are visually intrusive and, as currently deployed, do not meet recommended spacing; bollards are more durable and less visually invasive in the long run but require deep foundations that may conflict with existing utility lines and raise costs and longer timelines; the full schematic implementation is the most comprehensive but is costlier and will take longer to design and permit.
Key council concerns included emergency vehicle access (the presenters described Knox‑box and retractable bollard options), impacts to the mall’s historic character (HPC expressed preference for the least visually invasive approach), construction costs and funding timing given other large capital commitments in 2026, and whether some nodes should be phased first. Council members expressed a range of views: some preferred immediate, permanent fixes and utility remediation; others favored the middle option (bollards) as a practical near‑term solution and recommended keeping meridian barriers for temporary event use while planning for longer‑term work.
Next steps: staff said any physical changes beyond meridian barriers will trigger land‑use review and HPC involvement. Council asked staff to return with additional utility‑condition information, refined cost estimates, and proposed sequencing and funding options before committing to the full‑scale schematic approach.
