The Board of Assessment Review met Jan. 8, 2025, and approved the Oct. 30, 2024 meeting minutes by a 3-0 vote before discussing future training and a possible appeals fee.
Kevin Knopp, chair of the Board of Assessment Review, called the meeting to order at 11:11 a.m. and confirmed in attendance board members Stewart Brecher and Charles Saul and attending staff Sarah Gilbert, Finance Director, and Liz Graves, Town Clerk. The meeting took place in the Municipal Building 3rd Floor Conference Room.
Liz Graves, Town Clerk, noted a corrected typo in the draft minutes—page 6 now reads “Mr. Knopp asked Mr. Innes…”—and Stewart Brecher moved to approve the Oct. 30, 2024 minutes. Charles Saul seconded the motion, which passed 3-0.
After approving the minutes, members held a brief discussion about scheduling a future education and training session with the Assessor and Deputy Assessor to review updates to assessment practices and ways to tailor assessments to unique property features. The board also discussed, without taking a formal vote, the possibility of recommending that the Town Council impose an application fee for residents who appeal assessment decisions to the Board; the transcript does not specify who proposed the recommendation or the proposed fee amount.
Charles Saul moved to adjourn, Stewart Brecher seconded, and the motion to adjourn passed 3-0. The meeting adjourned at 11:28 a.m.
The board did not record further action or a timetable for the proposed training or for pursuing a recommendation to the Town Council on an appeals application fee.
