The Marion County Board of Commissioners on June 15 approved transferring jurisdiction of a portion of Steelhammer Road to the City of Silverton and authorized an intergovernmental agreement with the city for $110,000 to cover immediate maintenance and repairs.
Public Works representative Cindy Schmitt told the board the city requested responsibility to allow upgrades to city standards. A portion of the road lies inside city limits (from Highway 213 to Reserve Street) and another portion lies outside city limits (from Reserve Street to Evans Valley Road), which requires different legal processes for transfer. The county offered the value of resurfacing work in exchange as part of the permanent transfer negotiation. Under the approved IGA the county will pay the city $110,000 (drawn from resurfacing funds) rather than perform the resurfacing directly.
Commissioner Janet Carlson moved approval of an order transferring jurisdiction and separately moved approval of the intergovernmental agreement; Commissioner Sam Brentano seconded both motions and both carried by unanimous voice votes. Staff noted that as city limits expand the city will pursue formal jurisdictional transfer for the remaining sections of the road.
