Contract Review Board waives minor informalities in Oracle Advanced Benefits Consulting RFP

Marion County’s Contract Review Board unanimously waived two minor informalities in responses to an RFP for Oracle Advanced Benefits Consulting after staff said without waivers the proposals would be declared nonresponsive and the county would need to reissue the solicitation.
At its May 4 session the Contract Review Board, sitting as part of Marion County’s Board meeting, unanimously approved a staff recommendation to waive two minor informalities in bidders’ proposals for an Oracle Advanced Benefits Consulting Request for Proposals issued April 5, 2016.
Camber Schlag of Business Services summarized staff’s review: the county received two proposals but found minor defects in each submission. According to the minutes, Infosemantics Inc. did not sign the original copy of their proposal in blue ink as required by the solicitation and Applications Software Technology Corporation did not include a signed Attachment B (Trade Secret Form). Staff told the board that if the county did not waive these informalities both proposals would be declared nonresponsive and the county would have to reissue the RFP.
Commissioner Janet Carlson moved to waive the two minor informalities; Commissioner Sam Brentano seconded the motion, and the board carried it by unanimous voice vote. The waiver preserves the county’s ability to evaluate the two proposals without restarting the procurement process.
No vote tallies by individual commissioner are recorded in the minutes beyond the notation that the motion carried unanimously. The board then adjourned the Contract Review Board business and reconvened as the Board of Commissioners.
