Members emphasized that the policy the commission adopted allows transfers between spouses only under specified conditions, typically when the boat and registration match the mooring or the parties provide documentation.
The commission took two votes. First, it denied the request from "Mr. and Mrs. Kamaluci" to substitute a spouse's name on the wait list, with members citing difficulty verifying that the same boat would continue to be used and concerns about potential abuse of the wait-list process. Second, the commission moved to approve the transfer of a clothesline mooring to Mr. Hester on the condition that the commission receive a registration showing both names or that the boat be re-registered in the name of the person who will hold the mooring.
