Scott Mitchell moved that the commission "authorize Scott Mitchell, our talkmaster, to purchase a temporary red buoy not to exceed $500 and in addition to seek a permanent replacement for an amount not to exceed $5,000." The motion was seconded and approved by voice vote.
Commissioners discussed cost and procurement options during the debate. Members weighed a low-cost temporary buoy sold at retail stores (about $215) against government-spec replacements that could cost several thousand dollars; vendors mentioned included New England Buoy Supply and Gilman Products. The commission asked staff to post a short navigation advisory for mooring holders and other mariners explaining that the middle red buoy is missing, to favor the green side of the channel until the buoy is restored, and to circulate an interim navigation notice to mooring holders. Scott Mitchell was authorized to execute the purchases within the limits approved by the commission.
