Baltimore officials seek $4.9 million for waterline replacement; wastewater upgrade presentation delayed

Village Administrator Matthew Nihiser told the Council May 11 that the Village has requested $4.9 million in congressional assistance to replace aging 2-inch and 4-inch water service lines across the Village and that Congressman Balderson’s office indicated it will push the request forward; a mid-summer decision on funding was expected.
Nihiser said easement documents drafted by the Solicitor await additional information from consultant V3 before they are submitted to property owners. He said the Village is updating its service-line database and will notify residents who have not yet reported their service-line materials.
Nihiser also reported that the Village’s CDBG Critical Infrastructure pre-application — seeking funding to replace about 765 feet of water main serving the fire house, the high school, two factories and over 89 homes — was selected by the Fairfield County Regional Planning Commission to be presented to the County Commissioners on May 19 for support.
On wastewater, Nihiser said the Village submitted a DFFO maintenance plan on May 7 and that Jacobs is incorporating sampling data into a digital model. The OEPA has provided proposed limits that will serve as the effluent basis of design for the plant upgrade; because of inclement weather, Nihiser said the presentation to Council will be moved to August instead of June.
No formal funding decisions were made at the May 11 meeting. Council members received the updates and directed staff to continue coordination with consultants and state and federal partners.
