Baltimore Council adopts three ordinances, OKs vehicle auction and cancels May 25 meetings

Mayor Rick Ellas called the meeting to order at 7:00 p.m. and the Council approved the April 27 minutes and the evening’s agenda on unanimous 6-0 votes. Council then handled routine business and public comments before turning to motions and third-reading ordinances.
Sponsor Council member Brandy McCreery described Ordinance 2026-12 — which amends Section 618 (Animals) of the codified ordinances — and said it was intended "to clean up our codified Ordinances." The Council adopted Ordinance 2026-12 by a 6-0 vote. McCreery also sponsored Ordinance 2026-14, to delete Chapter 1004 (Trees), which she said similarly "cleans up our codified Ordinances;" it passed 6-0.
Council member Debbie Schaffner sponsored Ordinance 2026-15, amending Section 452.16 and the traffic control map to prohibit parking on a portion of Company Street and declared it an emergency. Schaffner said the change is intended "so that the fire department/emergency squad can get through if needed." The solicitor clarified the emergency designation makes the ordinance effective immediately while the police would initially issue warnings rather than citations. Ordinance 2026-15 was adopted by a 6-0 vote.
On routine motions, Council approved cancelling the May 25 Committee and Council meetings due to Memorial Day (motion by Rick Foreman, seconded by Brandy McCreery) and approved selling a 2011 Chevy Tahoe, a 2010 Ford Escape and a 2012 Ford Transit Connect at auction (motion by James Carroll, seconded by Gar Phillips); both motions carried 6-0.
The Solicitor, Jeffrey Feyko, moved for an executive session after regular business to discuss pending litigation filed against the Village by Council member Philip MacLean and said ethics opinions prevent MacLean from participating in the related discussion or votes; MacLean asked for the statutory basis and specifics and then abstained from the vote to go into executive session, which passed 5-1.
The Council then entered executive session and reconvened at 7:35 p.m. With no further business, the meeting was adjourned that same evening.
