Resident says WPCA lacks bylaws and urges Charter Review Commission action

He said he followed up the meetings with a letter copied to the selectmen and that the exchange had put the issue "on their radar." The resident urged clearer financial reporting and greater transparency for WPCA operations.
The Chair said he had not yet spoken with Richard but would try to raise the matter at an upcoming Charter Review Commission meeting and would inform Blunt or appear at a future selectmen meeting if the Commission identifies follow-up steps. The board did not vote or direct staff to take specific action at this meeting.
The comment was part of the meeting's public-comment period; no formal petition, motion or ordinance related to WPCA governance was introduced during the session. The Charter Review Commission is expected to meet next week, and the Chair said he would report back if the commission produces recommendations for the selectmen to consider.
