Town manager outlines road RFPs, drought coordination and evacuation steps ahead of summer events

Town Manager delivered a multi-topic report to the Keystone Town Council on planning and operations for the summer season, focusing on transportation projects, water resiliency and emergency readiness.
Public works staff will release RFPs this week for milling and repaving of West Keystone Road and Monizuma Road, finalize designs for Razor Drive (including a new bus stop and sidewalk), and complete electrical and water repairs to medians. The manager said the town is coordinating with the Colorado Department of Transportation on the Razor Drive intersection.
On water and drought, the manager said a state drought proclamation (phase two) is intended to free up resources for water providers and streamline local measures; Keystone’s water district holds senior water rights and staff do not expect immediate local shortages, but council members were urged to support district measures and voluntary conservation actions taken in solidarity with nearby jurisdictions.
The town’s emergency evacuation plan is close to adoption. The manager described pre-evacuation communications including email notices and use of variable message boards, and said county operations can open Swan Mountain Road within roughly two hours if needed. He added that the police chief and county fire marshal participate in regular coordination calls.
Staff also previewed summer programming: a Keystone tent at Bacon and Bourbon Fest, and a Fourth of July family event at Lakeside Village (10 a.m.–2 p.m.) featuring games, live music and vendor food. Staff will circulate event details and sign-up information for volunteers in the coming week. The council’s next meeting was scheduled for June 30.
Council members also reported on Riverwatch volunteer water-quality monitoring at Keystone Science School, a successful town cleanup day with more than 80 signed participants, and ongoing outreach to businesses and resorts about joint marketing opportunities.
