Rumford Select Board approves liquor license, parking waivers and administrative easement; hears ATV Club drainage proposal

At its Dec. 17 meeting the Select Board approved a liquor license for Gatch’s, granted a winter-parking waiver for a New Year’s service, approved an easement for the Rumford Water District and designated overnight parking on Canal Street; the board also heard an ATV Club proposal to reduce runoff into a retail parking lot.
The Town of Rumford Select Board approved several routine permits and administrative items at its Dec. 17 meeting.
The board approved a liquor license and special-amusement permit for Gatch's Food Spirit's and Catering (137 Rumford Avenue) following a public hearing. The motion to approve was made by Theriault, seconded by Pepin, and passed 4-0. Separately, the board granted a waiver of the winter parking ban on Congress Street from 11 p.m. Dec. 31, 2025, to 1 a.m. Jan. 1, 2026 to accommodate a Praise Assembly of God New Year’s service; Brennick made the motion and the waiver passed 4-1, with O'Keefe noting that the waiver could be voided in the event of a snowstorm.
The board approved an easement to the Rumford Water District to provide access off Mountain View Annex where no public road exists; Brennick noted the document must be notarized and the motion passed 4-0. The board also designated overnight parking on Canal Street between Exchange and Hartford Street by a 4-0 vote.
During discussion time, ATV Club representative Mike Worthley described a proposal to regrade a trail to direct runoff into an adjacent ditch to reduce water entering Tractor Supply's parking lot; Town Manager George O'Keefe advised the club to return with landowner permission before starting work.
Town Manager George O'Keefe also reported that Public Works crews have been consistently clearing roads and that Dale Roberts relayed a nonresident's praise calling them 'one of the best Public Works crews in the state.'
