Bowdoinham voters accept Pratt Road segment, approve reserves and budgets and authorize waterfront grant application

Bowdoinham voters met Wednesday, June 10, 2026 at Bowdoinham Community School and approved a package of ordinances, budget articles and capital actions that will affect road maintenance, parks and the town’s reserves. Tyler Washburn presided as moderator and Town Clerk Tina Magno attested the warrant minutes; 154 registered voters were recorded in attendance.

The meeting adopted three land use ordinance amendments, including an amendment to align the town’s parking-space rules with LD 427, a fee-waiver for town-owned projects, and a set of housekeeping changes to the Land Use Ordinance. The Select Board recommended the ordinance items (votes shown in the warrant as 5-0 for Articles 2 and 3 and 3-1-1 for Article 4), and each article was moved, seconded and adopted by the meeting.

Voters approved Article 5 to accept into the public way an approximately 0.19-mile segment of Pratt Road that the town has maintained since 2014. The warrant notes that all abutting property owners provided the written offers required under 23 M.R.S. § 3025; if accepted, the town becomes responsible for maintenance and any future upgrades of the described segment.

The meeting also approved Article 6, appropriating $200,000 from the undesignated fund balance to the Public Works Reserve. The warrant explains $25,000 of the replacement cost for a Dodge RAM pickup had already been saved and that the Public Works Reserve had covered about $220,053.35 in unplanned expenses for roof repairs/insulation and retaining-wall work. Select Board and Finance Advisory Committee recommended passage (5-0).

Article 7 authorized raising and appropriating $650,000 to capital reserve accounts with the largest allocation ($525,000) directed to the Public Works Reserve; other allocations include $77,000 to the Fire Reserve and smaller amounts for Town Hall, cemetery maintenance and equipment. The warrant records committee recommendations in support; the article was adopted.

Under Article 8, voters authorized the Treasurer to apply for federal assistance under the Land and Water Conservation Fund (Public Law 88-578) for improvements to Mailly Waterfront and Bowdoinham Riverfront Parks and authorized the Select Board to appropriate up to $805,000 from the CMP/Riverfront TIF Fund and the Rideout Memorial Reserve Fund for the local share if the project is approved. The warrant lists proposed park elements including a solar-powered pavilion, a natural play area, a skating rink, restrooms and new septic at Bowdoinham Riverfront Park, and parking-lot paving and entrance realignment at Mailly Waterfront Park, plus a pedestrian connection and shared utility infrastructure.

The meeting adopted the FY 2026–27 operating budgets presented as Articles 9–16 and additional departmental and outside-organization appropriations in Articles 17–25. Highlight budget figures listed in the warrant include: Administration $852,698; Public Works $973,410; Debt Services $696,656; Fire & Rescue $436,387; Community Services $180,774; Planning, Development and Code Enforcement $158,758. Outside organizations funded included the Bowdoinham Public Library ($30,000) and smaller appropriations to local nonprofits; an amendment to reduce funding for the Bowdoinham Historical Society to $0 was proposed and not adopted.

Article 26 authorized applying $1,276,420 in estimated non-property revenues to reduce the 2026 tax commitment, and Article 27 authorized winter maintenance by the Select Board on a portion of Blanchard Road for the 2026–27 season. The meeting grouped Articles 28–43 for a single vote (Select Board recommendation 5-0) and adopted routine administrative and fiscal authorities, including tax due dates, a tax-club plan option, authority to accept donations and grants, and authorization for multi-year contracts and occasional road closures for winter maintenance under 23 M.R.S. § 2953.
