Sinton council approves 2024-25 audit; general fund balance grows to $7.7 million

The Sinton City Council on Feb. 17 approved the city's annual financial audit for the 2024-25 fiscal year after a presentation by Phil Vaughan of Armstrong, Vaughn & Associates, P.C.

Vaughan, the independent auditor, reported "no findings" in the audit. He said general fund revenues increased over the prior year and the city added "a little over $1 million to reserves," leaving the general fund with a $7.7 million fund balance, equivalent to about 22 months of general fund expenditures. Vaughan said the water and sewer fund showed improvement in its first full year under new rates, with a current available balance of $2.2 million, roughly seven months of utility fund operating costs. The affordable housing fund has been fully closed out, he added.

After the presentation, Mayor Pro Tem Greg Ybarra moved and Councilmember Edward Adams seconded approval of the audit; the motion carried 5-0. The council also approved minutes from the Jan. 20, 2026 council meeting (motion by Mayor Pro Tem Greg Ybarra; second by Councilmember Edward Adams) and minutes from the Feb. 5, 2026 special meeting (motion by Councilmember Nathan Lindeman; second by Mayor Pro Tem Greg Ybarra); both motions carried 5-0.

The council passed three appointment items to fill vacancies on the Sinton Economic Development 4B Board, the City of Sinton Personnel Board, and to appoint an alternate to the Board of Adjustment.
