Greenfield council discusses recycling locations and property alley issues; solicitor presents inmate-housing contract for negotiation

Residents asked the Village Council about community recycling bins during public comment on March 16. Paul King requested an update; Vice-Chairman David Weaks suggested using the lot near the Industrial Park as a potential site and said he will meet with Erica Tucker of the Solid Waste District to discuss options. Mayor Borreson asked that the Safety Service Director and Chief of Police be included in site discussions; he also raised the prospect of legislating stronger penalties for arson or illegal dumping related to unsanctioned disposal.
In new business Solicitor Aubrey Kiger presented an Inmate Housing Contract and suggested Chief Oyer be given broad authority to negotiate rates and contract parameters on the village's behalf. The council did not record a formal vote on authorizing any final contract terms at the March 16 meeting.
Vice-Chairman Weaks also flagged a property-plating issue raised by Greenfield Family Dentistry: the parcel is currently platted as an alley which prevents the planned retaining wall and drainage work. Solicitor Kiger confirmed property owners must apply through the formal alley-vacation process to pursue such changes.
Council members said staff will pursue follow-up meetings with the Solid Waste District and involve appropriate village safety and public-service staff in planning potential recycling sites; no final location or contract was approved at the meeting.
