Greenfield Planning Commission recommendations include zoning and DORA changes; Council issues Main Street Greenfield one-year notice

Mayor Chris Borreson presented the Jan. 31 Planning Commission report to Council, which included four primary recommendations: repeal the garage ordinance (1105 (27-4)) that sets limits on garage size, footprint, access and siding; repeal the residential fencing ordinance (1105 (15-2)); rezone areas labeled "neighborhood suburban" to "neighborhood urban"; and repeal the DORA district, citing that citizens are not following the policy's intent.
Vice-Chairman David Weaks asked whether DORA concerns reflected enforcement problems (for example an uptick in arrests) or broader objections to the policy; Council discussed the enforcement question but did not record an enforcement finding.
Separately, Council considered the Main Street Greenfield contract after Village Solicitor Aubrey Kiger reported that the contract review showed incorrect and inconsistent terms. Chairwoman Amie Ernst moved and Councilwoman Margaret Mobley seconded a motion to notify Main Street Greenfield of a one-year notice for termination; the motion carried (vote: yea 3).
The Planning Commission motions were presented to Council as recommendations; Council did not record final zoning or ordinance repeals in the minutes on Feb. 2. Those recommendations would require subsequent Council action before taking effect.
