GREENFIELD — The Village of Greenfield council voted unanimously on Jan. 5 to adopt six ordinances that reorganize portions of village government, establish appointments and change the council’s meeting schedule.
Vice‑Chairman David Weaks introduced Ordinance No. 1‑2026 to establish the position of Fiscal Officer, abolish the Office of Treasurer and declare an emergency; after the council voted to suspend the rule requiring three readings, Chairwoman Amie Ernst moved to adopt the ordinance and it passed by a 3–0 vote (Weaks, Ernst, Mobley). The move is intended to align administrative titles and duties under the village’s new form of government.
Ordinance No. 2‑2026, which appoints the Village Fiscal Officer and defines terms and compensation, was amended during first reading to change the pay rate in Section 5 from $29.99 to $30.00 per hour; the amendment passed and the ordinance was adopted 3–0.
Ordinance No. 3‑2026 appoints the Village Solicitor and sets that office’s terms and compensation; Ordinance No. 4‑2026 appoints the Public Service and Safety Director and establishes the duties for that position. During discussion of Ordinance No. 4, Councilwoman Margaret Mobley asked how cemetery responsibilities would be handled; Mayor Chris Borreson said the cemetery department reports to the director and that certain actions, such as moving stones or scanning new plots, may require authorization. Both ordinances were adopted 3–0.
Ordinance No. 5‑2026 changes the regular council meeting schedule to 7:00 p.m. on the first and third Mondays of each month, with meetings that fall on holidays automatically rescheduled to the immediately following Tuesday. Ordinance No. 6‑2026 repealed several prior resolutions, including Resolution No. 28‑2025 (hiring an HR generalist), Resolution No. 27‑2025 (authorizing a quarry lease with the Ross County Parks District) and Resolution No. 25‑2025 (allocating funds for property restoration). Both measures were adopted by unanimous 3–0 votes after suspending further readings.

Next steps and context
Councilmembers indicated committee assignments and that several administrative follow‑ups are needed: updating personnel paperwork, formally notifying the bank of signer changes and clarifying operational authority for cemetery tasks. Mayor Chris Borreson and Village Personnel Carolyn Snodgrass will proceed with the administrative steps required to implement the adopted ordinances. The council scheduled future meetings under the new calendar established by Ordinance No. 5‑2026.
