Thomas Kietrich, the economic development director, told the council that Belfast received a $1,000,000 U.S. EPA grant to capitalize a Brownfields revolving loan fund and that the selection committee recommended contracting with Mark Bergelein to provide financial advisement services (loan application review and repayment analysis) on a time-and-materials basis at $45 per hour.
Kietrich said the committee estimates six loan applications in a 12‑month period at about 10 hours per application and a likely initial contractor cost in the low thousands (the committee estimated roughly $2,700 or less). He clarified that Mr. Bergelein would serve as an independent consultant, not as a KeyBank employee, and that all fees would be paid from the Brownfields grant fund initially and subsequently from loan repayments as the fund is capitalized.
Councilor Mortier moved to approve the committee recommendation and to authorize the city manager to execute required documents; the motion passed 4–0.
What happens next: The city manager will sign the contract and staff will track advisor hours against Brownfields grant and future loan-servicing revenues.
