Purchasing policy: The commission held first reading on an ordinance to place the city’s purchasing policy in Title 5, Chapter 5 of the municipal code and to update purchasing thresholds in line with legislative changes. City Manager Johnson said placing the policy in the code will improve access and give staff more flexibility when vendors do not respond to requests for quotes.
Procurement and projects: The board voted unanimously to request TDOT’s concurrence to reject bids and re‑bid the Thrasher Pike and Montlake Road signalization project after a bidder submitted an addendum that the apparent low bidder did not follow, creating about a $50,000 difference between bids. The commission also approved purchase of a mini‑split HVAC for the concession stand from Oasis (quote $10,100) over a second quote from Bill Owens Heating and Air ($20,000); Public Works Director Grant recommended Oasis based on past work.
