City Manager Burt Johnson presented the proposed FY 2026–27 budget to the Soddy‑Daisy Board of Commissioners on May 21, describing operating costs and several capital projects contained in the $16 million plan.
Johnson told the board the budget includes normal operating costs and multiple capital outlays: two new police vehicles; a $50,000 façade grant program (set at $10,000 per business); construction of a bridge between the girls’ and boys’ athletic fields; a $100,000 contribution to the fire apparatus fund (bringing the fund to $400,000 to date toward the cost of a previously purchased fire engine); pickup trucks for the fire and public works departments; four portable radios for the fire department; and an estimated $300,000 for remodeling the former health department building for use as a Senior Center. He also noted the city does not plan a property tax increase.
After the public hearing produced no speakers, Vice‑Mayor Penney moved and Commissioner Beene seconded approval of the budget on first reading; the motion passed unanimously.
City Manager Johnson also requested the board defer awarding a construction contract for a signalization project and re‑bid the work because vendor bids were not comparable; he asked the board to approve an amendment to the design contract to add construction engineering inspection (CEI) services so the same firm (HMB) that performed design could provide CEI. The board approved the contract amendment unanimously and directed staff to re‑bid the construction contract.
The board’s action was a first reading of the annual budget; formal adoption will occur on second reading after statutory and procedural requirements are met.
