At a regular meeting in Dennis, the Old King’s Highway Regional Historic District Commission approved plans to rebuild the Harbor Master facility at 351 Sesuit Neck Road and to reconfigure the surrounding site to improve resilience and pedestrian safety. The commission voted to permit a consolidated Harbor Master office and public restroom under one elevated roof and to allow an increase in striped parking to 138 spaces, including 5 accessible stalls and 18 trailer/tow spaces.
Tim Sawyer, an architect with Catalyst Architects, told the commission that the project represents “a complete renovation of the site,” describing about 1,000 square feet for the Harbor Master office and roughly 500 square feet for a public restroom connected by a breezeway. Sawyer said the building will be elevated approximately 4 feet above grade to exceed AE flood-zone requirements, that the understory will be open but screened, and that ramps and stairs will provide accessible entry.
The design team proposed full paving and striped circulation with stormwater controls, focused pedestrian pathways, and low-maintenance, salt-tolerant landscaping. Sawyer said the plan will remove approximately 7,000 square feet of existing impervious pavement adjacent to a resource area and restore that area to natural habitat, a point conservation reviewers praised as a significant net environmental benefit. A separate single-bay workshop building for off-season maintenance will be sited away from public access areas.
Commissioners pressed on circulation and the decision to separate the Harbor Master office and the garage. “I have a problem with the motivation to put the parking spaces on because you’re putting these buildings in different areas to allow for parking that shouldn’t happen,” a committee member said during the discussion. Sawyer responded that the two uses are distinct — one public, one not — and that circulation constraints, flood-zone lines and building setbacks shaped the layout; he added that neighbors and boat owners participated on the project committee and that multiple iterations sought to maximize parking while improving safety.
The applicant’s team described lighting concentrated along pedestrian corridors and minimal visibility of rooftop elements; windows are specified as Anderson 400-series simulated divided light units in dark bronze, exterior cladding as white cedar shingles with a bleached finish, and an architectural composite shingle roof in a driftwood tone.
After discussion, a committee member moved to approve the application “as presented,” a motion that was seconded and carried with one abstention; the chair noted one member was not voting that evening. The commission advised the applicant to file required demolition and building-permit requests; the applicant confirmed they would proceed with the demo permits.
