Commissioners give conditional approval to INDOT-linked ADA sidewalk inspection contract

The Whitley County Board of Commissioners on June 15 conditionally approved a consultant contract to provide INDOT construction-inspection and agency-liaison services for an ADA sidewalk and ramp reconstruction project in several county subdivisions.
County Engineer Brad Allen told the board the contract has been revised multiple times and that INDOT must still approve the final language before the county signs. "The fee for construction inspection services is a is $354,000 and some change; our portion of which will be $69,000 because we paid 20%," Allen said. He explained the work is tied to a federal grant that covers 80% of eligible costs and that the county’s 20% share is consistent with that grant match.
Commissioners discussed minor placement changes in the contract document (appendix placement) but said the location of those pages does not affect the substance. One commissioner moved to "conditionally approve the contract after Andy and Brad work out the" final edits and to authorize signature once both parties and INDOT agree; the motion was seconded and carried by voice/hand vote.
The board directed staff to confirm INDOT approval and to resolve any remaining clerical or appendix placement issues before executing the agreement. No specific construction schedule was adopted at the meeting.
Next steps: County staff will finish the final review with the consultant and await INDOT's formal approval before the county signs the contract.
