RSU 63 certifies 2024–25 budget, approves fuel contract, personnel actions and compensation

The RSU 63 Board of Directors certified the Computation and Declaration of Votes for the district’s 2024–25 budget at its June 24 meeting, approving the certification by roll call, 7–0. The board directed that certified copies be sent to municipal clerks within the district.
On operational matters the board approved several routine motions recommended by staff and committees. A motion by Cherie Faulkner, seconded by Heather Grass, declared a school bus surplus for disposal; the motion passed 7–0 after Administrative Assistant Megan Harvey clarified the vehicle was a school bus. The board also approved the district’s propane heating-fuel bid for 2024–25; Business Manager Kelly Theriault reported the district received two bids and that Dead River Company submitted the lowest bid on the Budget & Finance Committee recommendation (vote 7–0).
The board approved the 2024–25 RSU 63 Board meeting dates and locations (vote 6 Approved; 1 Opposed) and set a July meeting for July 15, 2024 at 6:30 p.m. at Eddington School.
Personnel matters recorded in the minutes included resignations from Carolyn Brown (Director of Special Education), Kimberly Flanagan (Grade 6 math teacher at Holbrook), Ashley Merchant (RTI coordinator/interventionist/coach), and Douglas Conant (custodian at Holden Elementary). Open searches listed in the minutes include: Elementary School Principal; Director of Special Education; music teacher (grades 5–8); Special Education Teacher (Eddington); Education Technicians (I and III); RTI Coordinator (Holbrook Middle School); Speech-Language Pathologist; Long-Term Occupational Therapist; anticipated Special Education Bus Driver; substitute bus drivers; and coaches for boys basketball and cheering.
The board appointed Tracy Bigney to continue negotiating on the Collective Bargaining Committee (motion by Heather Grass, seconded by Brittany Wood; vote 7–0). The board also authorized Superintendent Jared Fulgoni to hire new teachers and administrators during the summer months (motion by Cherie Faulkner, seconded by Heather Grass; roll-call vote 7–0).
The board entered three executive sessions at 7:17 p.m. — for labor contract negotiations with Education Technicians and Food Service Workers under 1 M.R.S.A. § 405(6)(D), and for discussions of compensation for RSU 63 administrators and the superintendent under 1 M.R.S.A. § 405(6)(A). Public session resumed at 8:45 p.m. The board approved the compensation of RSU 63 administrators as recommended by Superintendent Fulgoni (vote 7–0). The board subsequently approved the superintendent’s compensation for the 2023–24 and 2024–25 school years, as budgeted (vote 7–0).
