Board approves RG Architects subconsultant retention and Bowman signage design for Pelican Sound

The River Ridge CDD authorized Bowman to retain RG Architects, P.A. as a subconsultant for redesigning two gatehouses and approved Bowman Consulting Group’s proposal for a Pelican Sound master signage/monument replacement program; the gatehouse work will be booked as a reimbursable upfront cost and design/permitting is expected to take 12–18 months.
The River Ridge CDD on Oct. 22 authorized Bowman Consulting to retain RG Architects, P.A. as a subconsultant to redesign two gatehouses and approved a separate Bowman proposal to replace monuments across the district as part of a master signage program.
Eric Long, who presented both items, said the gatehouses will receive a “facelift” rather than demolition and that the main gate needs redesign because it has been struck repeatedly; he asked the board to permit booking the $62,500 expenditure as a reimbursable, to be invoiced to the District when financing is issued. The board discussed zoning, flood elevations, the need for a new elevation certificate and a 12–18 month design and permitting timeline. Charlie Krebs said he may have original construction drawings and that an elevation certificate will be required.
District counsel noted the procurement path: RG would be retained as a subconsultant under Bowman to expedite work; the board authorized the Chair to execute necessary documents after review by District Counsel and the District Manager. On motion by Kurt Blumenthal and seconded by Terry Mountford, with all in favor, the authorization was approved.
Separately, Mr. Long presented Bowman Consulting Group’s landscape-architecture proposal for the Pelican Sound master signage program, which covers monument replacement across neighborhoods and will be budgeted to Pelican Sound replacement reserves for neighborhood monument costs. On motion by Kurt Blumenthal and seconded by Bob Schultz, the Bowman signage proposal was approved.
Mr. Long and Mr. Blumenthal will coordinate neighborhood communications and monthly updates; staff said construction is expected to begin in 2026 once financing is in place.
