Mike Lavin explained that establishing a standalone wastewater enterprise fund was a requirement of the State Revolving Fund (SRF) program and that the new budget centralizes previously dispersed costs. Lavin told the board that an asset‑management software requirement is part of SRF compliance but is not itself SRF‑reimbursable, and that legal services costs have varied substantially in recent years. He said retained earnings in the enterprise fund will remain with that fund for future use.
After clarifying a revenue‑line typo, the board moved and approved the budget on a roll call. The board then moved and unanimously voted to place Article 5 on the town meeting warrant asking voters to raise or transfer $272,698 for the FY26 Wastewater Enterprise Fund.
Representative quote: "This was a requirement of the SRF program, that we establish an enterprise fund specifically for wastewater," Lavin said.
