Pownal discusses shifting impact-fee methodology toward public works and safety

The Pownal Select Board on Oct. 27 received a progress update on an impact-fee methodology review that could reallocate fee categories to support public works and public safety.
Town staff and the Code Enforcement Officer met with Ben Smith and Sam Peikes of North Star Planning to review methodology and equations that determine impact fees. Staff reported that if the town builds a new facility and establishes a capital plan (including comprehensive plans, a needs assessment and site design), impact fees could be used toward bond payments for that project. The town was told impact-fee methodology and equations can be edited and that the town must review impact fees every five years; staff said the goal is to finish edits by next June.
Selectperson Kate Day expressed interest in participating in future meetings on the subject.
What happens next: Staff expect to continue meetings with North Star Planning and to present draft methodology edits for board review ahead of the June target date.
