Pownal — The Town of Pownal Select Board on Aug. 11 directed Town Administrator Becky Taylor-Chase to prioritize a Community Resilience Partnership grant application to install heat/cool pumps and LED lighting at Mallett Hall. The board voted unanimously to proceed and asked the administrator to notify North Star to begin the application process.
Taylor-Chase told the board she received a vendor estimate of about $46,000 to install seven heat pumps (one in each office, one in the lobby, two in the DeWitt Room and one in the stage room), and said the grant covers up to $70,000. "I got the estimate today and it was about $46,000 to put in 7 heat pumps," Taylor-Chase said. She said locating the original sprinkler-system blueprints in the town vault helped move facility planning forward.
Chair Jon Morris and Selectperson George Pottle said improving heating and cooling would make more of Mallett Hall usable year-round. Pottle suggested any heat-pump project be paired with window upgrades to avoid heating or cooling an inefficient shell, and Selectperson Kate Day noted other grant opportunities exist for culvert and stream-crossing work and land-use updates. Taylor-Chase explained some grant programs reimburse expenses after approval while others can pay vendors directly.
Board members discussed but did not select other projects at this meeting; Morris also asked Taylor-Chase to ask the grant consultant whether solar-ready work or referencing solar interest in the application would be possible. Taylor-Chase said she will supply a more accurate estimate at the board's second meeting in September and will proceed with the application this funding cycle if the Community Resilience Partnership remains funded.
Next steps: Taylor-Chase will notify North Star and return with refined cost estimates and any contractor scopes at the next meeting. No formal appropriation was approved at this meeting; any funding or contracting decisions will return to the board for formal action.
