Pownal Planning Board keeps FY allotment steady; town to propose added contracted planning support

At the Jan. 21 meeting the Town of Pownal Planning Board reviewed updated fiscal figures and a proposed contract model to increase planning support.
Town Administrator Becky Taylor-Chase reported the board’s town-expense line is budgeted at $8,000 for items such as training, advertising, supplies and legal fees; $1,568.22 has been spent to date. The consultant line for direct Planning Board support (NorthStar Planning) remains at $30,000, with $5,786.25 spent so far. Revenues are budgeted at $300 for the year with $500 collected to date.
Taylor-Chase said the administration plans to present an option to the Select Board to hire an independent contractor to provide up to eight hours of weekly support primarily for code-enforcement assistance and ordinance updates. "We are going to an independent contractor coming in at up to 8 hours per week," she said, adding the role would include monthly check-ins with co-chairs and the CEO and focus on ordinance work and subdivision review support.
Chairman Todd Mellin and board members said they were not inclined to change the Planning Board’s requested budget for the coming year; Taylor-Chase said she would break out non-NorthStar expenses and deliver the detailed numbers to the board ahead of the Select Board presentation. The proposed contractor model and any ordinance edits will be vetted with the town attorney and NorthStar Planning before hearings are scheduled.
