The Pownal Conservation Commission presented a draft ecological checklist to the Planning Board on July 16, recommending the tool be used to assess plants, animals, aquifers and other environmental considerations during project reviews.
Bob Van Milligan, interim chairman of the Conservation Commission, said the checklist derives from the town’s Comprehensive Plan and is intended as a practical aid for multiple committees. He suggested the checklist could help the Planning Board focus on ecological impacts and day‑to‑day lifestyle effects of proposals and encouraged the board to suggest modifications for its use in permitting reviews.
Board members asked whether specific items would require ordinance changes; member Brian Stornelli raised the possibility of adopting dark‑sky standards to protect rural character. CEO Bill Schmidt said properly worded ordinances can be integrated into existing standards and that the Planning Board could seek Selectboard direction or model ordinance language to proceed.
Members thanked the Conservation Commission for the draft and asked staff to pass along any additional material the commission provides. No ordinance changes were adopted at the meeting; the checklist was offered for further consideration and possible incorporation into future ordinance updates.
