Brooklyn Heights council adopts emergency ordinances, approves appointments and routine payments

The Village of Brooklyn Heights Council on Jan. 20 adopted six emergency ordinances, approved two Service Department appointments and authorized several routine payments, all by recorded 4–0 votes.
Mayor Mike Procuk presided over the meeting in which council approved Ordinance 05-2026 (a memorandum of understanding with the Fraternal Order of Police Lodge 67), Ordinance 06-2026 (an agreement with Cuyahoga County for the Municipal ADA restroom improvement project), Ordinance 07-2026 (consent for an ODOT project on the I-480 westbound exit to Granger Road), Ordinance 08-2026 (appointing Sean Knapp as a laborer and authorizing an MOU), Ordinance 09-2026 (appointing Scott Wozniak as a laborer) and Ordinance 10-2026 (January pay ordinance). Each ordinance was recorded as adopted 4–0.
Council also approved several departmental payments during the meeting, including $4,997.82 to the City of Cleveland Division of Water for 2026 hydrant usage (motion by Berzins; second by Presot), $3,075 to North Coast Polytechnic Institute for mandatory police training (motion by Lasky; second by Schuckert), and uniform payments to Shuttler's Uniform Inc. for officers' uniforms. A payment of $2,420 was approved to attorney David Toetz for public defender services provided through the City of Parma. All motions passed by recorded votes of 4–0.
Mayor Procuk explained the MOU related to one Service Department hire would transfer 100% of an employee's sick time and recognize prior vacation credit; final vacation confirmation was pending payroll confirmation from a prior employer. The January meeting concluded with a motion to enter executive session to discuss negotiations and personnel matters; council returned and adjourned the meeting.
The council scheduled related committee work: a Finance Committee meeting and a Wage & Salary Committee meeting before the next council meeting to continue budget and personnel discussions.
