The council voted unanimously to introduce Resolution 2025‑54, which places the 2025 municipal budget on the borough’s official calendar for the public hearing scheduled as required. Borough Administrator and CFO Carolyn Rinaldi told the council the finance committee drafted the budget and thanked members for their work; no substantive discussion followed the motion.
Council members then approved a slate of additional resolutions by unanimous roll call (Ayes: Councilmen BaRoss, Cangiano, Fostle, Fuller, Councilwomen Galate, Council President Delaney). Those approvals included appointing Scott J. Holzhauer as borough tax assessor and accepting the bid to award the 2024 Water and Sewer Systems Emergency Repair Services contract to John Garcia Construction Co. The emergency‑repair award was described on the agenda as an on‑call contract to respond to urgent water and sewer system failures.
The council also authorized a person‑to‑person transfer of alcoholic beverage plenary retail consumption license #1426‑33‑007‑004 from Pub 199, Inc. to Big Game 199, LLC. New owner Anthony Perhacs addressed the council during public comment to thank officials for supporting the liquor‑license transfer.
Other routine items approved included the check register, a resolution canceling future property taxes due to a 100% disabled‑veteran exemption, redemption of a third‑party tax lien (Block 41 Lot 6 Qual C0003), recognizing the appointment of a volunteer firefighter, and two shared‑service agreements for animal pound/shelter and animal control services (Jefferson Township and Wharton Borough respectively). The meeting minutes record unanimous roll calls on these items.
The council introduced Ordinance 02‑2025 (to exceed municipal appropriation limits and establish a cap bank under N.J.S.A. 40A:4‑45.14) at the same meeting; the ordinance was moved, seconded, and introduced with no council discussion, and will return for further reading and adoption procedures.
