Pownal approves site-design RFP to push future facilities toward 'shovel-ready' stage

The Pownal Select Board voted Oct. 14 to approve a request for proposals for site-design services to advance long-planned upgrades to town facilities, a step the board’s Future Facilities Committee and its grant writer say is needed to qualify for some grant programs.
Town Administrator Becky Taylor-Chase said the RFP, edited by the town attorney and accepted by the committee, will provide the documentation grantors require to deem a project "shovel ready." Chair Jon Morris said the RFP is intended to gather enough engineering and site data to support grant applications and potential future Town Meeting votes on property acquisition or construction.
Public commenters raised questions about scope and capital planning. Patrick Christian asked how finances will move between new construction and repairs and whether there is a process to vet potential sites. Selectperson George Pottle said Port City Architect has reviewed the Blackstone and West candidate sites; the committee was told the West site near the school is less desirable because of traffic and the Blackstone site is near a busy intersection. Resident William Bogaert urged caution, asking whether pursuing a costly project now would fit the capital plan and whether alternatives were being fully explored.
Selectperson Kate Day moved to approve the RFP for Site Design Services; Selectperson George Pottle seconded the motion, which passed unanimously. The board recorded a timetable in the meeting packet: selection of a proposer by Dec. 22, 2025 and potential contract approval Jan. 12, 2026. The administrator and Future Facilities Committee will return to the Select Board with proposal evaluations and cost estimates as part of next steps.
