Woolwich committee introduces updates to personnel manual ahead of JIF deadline

Solicitor Alice confirmed that limited refinements between first and second reading would be acceptable given the scope of the amendments.
Committeeman Frederick pressed for clarifications before the ordinance’s second reading, asking how overtime applies to township-paid training (elective versus required), whether comp time would be permitted, whether vacation increments should revert from a 30-minute minimum to one- or two-hour blocks, why part-time employees were excluded from vacation accrual and how the 27-hour personal time figure was calculated (explained as three 9-hour days). He also asked whether crossing guards are considered part-time employees under the policy. Committee members agreed to work on refinements; a Nov. 1 compliance deadline for the JIF was noted in the record.
A motion to introduce the ordinance was made by Committeewoman Williams and seconded by Committeewoman Minhas. The roll-call introduction vote was recorded as: Committeeman Frederick — Yes (pending implementation of discussed items); Committeewoman Minhas — Yes; Committeewoman Williams — Yes; Deputy Mayor Nocentino — Yes; Mayor Matthias — Yes. The ordinance was introduced and will return for a second reading with agreed clarifications.
