Upper Hanover supervisors elect officers, approve 2021 appointments and administrative resolutions

The board approved a slate of appointments to township boards and committees for 2021. Appointments include Timothy Woodward to the Planning Commission (term through Dec. 31, 2024), Sharon Bastone as Planning Commission alternate (through Dec. 31, 2024), and Dean Kresge to the Upper Hanover Authority (through Dec. 31, 2025). The meeting record also lists several vacancies, including a Zoning Hearing Board alternate seat and an Active Farmer position on the ASA Advisory Committee.
The board confirmed operational and professional appointments: Stanley W. Seitzinger, Jr. as Township Secretary/Treasurer (term through Dec. 31, 2021); LTL Consultants, Ltd. as township engineer and building inspector; Joseph E. Bresnan, Esquire, as township solicitor (term through Dec. 31, 2021); Gilmore and Associates as special engineering consultant; McMahon Associates as traffic engineer; James Fry as assistant emergency management coordinator; and the Montgomery County Health Department as the Sewage Enforcement Officer. The pension plan trustees were listed as Dorothy J. Diehl, Ben Fiorito and Stanley W. Seitzinger, Jr.
On township finances, the board authorized bank depositories including Quakertown National Bank (QNB), the PA Local Government Investment Trust, Embassy Bank and Univest Bank; it approved that any two of the following signatories — the chairman, vice-chairman/assistant treasurer, secretary/treasurer or assistant secretary — may sign checks or complete transactions. The board approved a $1,000,000 treasurer's bond with Selective Insurance Company and asked the township manager to research whether the designated bond amount should be increased.
Votes at a glance: the board adopted Resolution #2021-01 (2021 fee schedule), Resolution #2021-02 (tax collector compensation), Resolution #2021-03 (2021 mileage rate) and Resolution #2021-04 (2021 health insurance co-pay). All listed motions were moved, seconded and carried unanimously; the minutes record no roll-call tallies.
During the health insurance co-pay discussion, Supervisor Ben Fiorito requested that staff prepare a worksheet showing the annual payroll deductions resulting from the approved co-pay. New business and old business were not presented. Dorothy J. Diehl moved to adjourn the meeting at 7:30 p.m.; the motion was seconded by Steven Rothenberger and carried unanimously.
