Upper Hanover supervisors select 2022 officers, confirm appointments and adopt routine resolutions

The Upper Hanover Township Board of Supervisors on Jan. 3 elected its leadership for 2022, approved a slate of board and commission appointments, confirmed staff and consultant roles, and adopted several routine administrative resolutions.

Solicitor Joseph E. Bresnan presided as chairman pro-tem for officer nominations. Ben Fiorito nominated Steve Rothenberger for chairman, and Tim Woodward seconded; Rothenberger was appointed by unanimous vote. Tim Woodward nominated Ben Fiorito for vice-chairman (seconded by Stefan Laessig); Dorothy Diehl was appointed assistant secretary (nominated by Steve Rothenberger, seconded by Tim Woodward); and Ben Fiorito was appointed assistant treasurer (nominated by Steve Rothenberger, seconded by Stefan Laessig). The Board recorded unanimous approval for each appointment.

Chair Rothenberger then moved on to Board, commission and committee appointments. The Board approved a slate that included Brandon Reed and Stefan Laessig for the Planning Commission (terms through Dec. 31, 2025), Sharon Bastone to fill an unexpired Planning Commission term (through Dec. 31, 2024), Ben Fiorito to the Upper Hanover Authority (through Dec. 31, 2026), Eugene Marks to the Zoning Hearing Board (through Dec. 31, 2024), and George Long to the Vacancy Board (term through Dec. 31, 2022). Additional appointments approved included representatives to the Industrial Development Authority, Historical Committee, Parks and Recreation Committee, Building Code Board of Appeals, and the U.P.V. Library. Tim Woodward volunteered for the Active Farmer seat on the Agricultural Security Area Advisory Committee; the Planning Commission alternate vacancy was left to be advertised on the township website.

By motion the Board also confirmed staffing and consultant assignments for 2022. Anne W. Klepfer was confirmed as Township Manager and Secretary-Treasurer (term 1/1/22–12/31/22); LTL Consultants were named Township Engineer, Zoning Officer and Building Code Official for 2022; Joseph E. Bresnan, Esq., was retained as Township Solicitor; Gilmore & Associates and McMahon Associates were named special engineering and traffic engineering consultants; and the Montgomery County Health Department was listed as Sewage Enforcement Officer. The Board designated pension trustees as Dottie (Dorothy) Diehl, Stefan Laessig and Anne W. Klepfer for 2022, with Stefan Laessig replacing himself on the plan per the adopted slate.

On township finance matters the Board approved four depositories—Quakertown National Bank (QNB), PA Local Government Investment Trust (PLGIT), Univest National Bank and Embassy Bank—authorized two-signature checks from combinations of the Chairman, Vice-Chairman, Secretary-Treasurer, Assistant Secretary and Assistant Treasurer, and approved a $1,000,000 Treasurer's Bond through Selective Insurance Company. Dorothy Diehl moved the measure and Ben Fiorito seconded; the motion passed unanimously.

The Board adopted several standard 2022 administrative resolutions: Resolution No. 2022-01 (2022 Fee Schedule), Resolution No. 2022-02 (Tax Collector Compensation, with a note to review the compensation midway through 2024), Resolution No. 2022-03 (2022 Mileage Rate), and Resolution No. 2022-04 (2022 Health Insurance Co-Pay). The 2022 Holiday and Vacation schedules also were approved. Each resolution and schedule was adopted by recorded motion, second and an affirmative unanimous vote.

Township Manager Anne Klepfer requested a Personnel Meeting between the organization meeting and the next regular meeting; Dorothy Diehl said she was available on Jan. 4 and Tim Woodward said he was unavailable but supported Diehl meeting with Klepfer. No items of old business were reported, and the Board adjourned by unanimous vote.
