Upper Hanover to upsized Graber Road storm pipe; accepts Reserve at Mocoby Run roads with conditions

Township Engineer John Weber presented photos of a 12" driveway pipe in the Graber Road right-of-way that he said is substandard for the volume of stormwater conveyed from the municipal system and is causing drainage problems. Vice-Chairman Fiorito noted that "it is not standard procedure to replace pipes under private driveways, but after reviewing this particular case, he felt there was sufficient reason" to replace the 12" pipe with at least an 18" diameter pipe. The board agreed to review such requests case-by-case and to move forward with plans for upsizing in this instance.
Separately, the board adopted Resolution No. 2022-08 to accept road dedication for Reserve at Mocoby Run Phase 4A, conditioned on the developer posting an 18-month maintenance bond and executing required deeds of dedication. Solicitor Bresnan and Mr. Fiorito said the township remains unsatisfied with the condition of the stormwater basin in Phase 4A, and Mr. Fiorito raised additional concerns about narrow cartways that have made it difficult for township snow plows to navigate when cars park on both sides and noted a manhole cover was struck while plowing Cedarbrook Road (dedicated the prior October). The board asked Township Engineer John Weber to review potential parking restrictions or snow-emergency route designation.
Why it matters: The pipe replacement and conditional dedication directly affect drainage and winter road maintenance for residents on Graber Road, Cedarbrook Road, Deer Run Road and Saddlewood Drive. The conditional acceptance allows residents on the satisfactorily installed cartways to receive dedication while requiring developer assurances for unresolved stormwater work.
Next steps: Engineer Weber to prepare replacement plans and evaluate parking/snow-plow restrictions; developer must post the maintenance bond and execute deeds prior to final dedication being recorded.
