Mount Arlington council approves hires, appropriates funds for buildings and roads, and applies for NJDOT grant

The Mount Arlington Borough Council on July 8 introduced three ordinances and approved several resolutions, voting unanimously in favor of the measures during its regular meeting.
The council introduced Ordinance 03-2025 to amend chapter XII (salaries, personnel and standards), Ordinance 04-2025 to appropriate $100,000 from the Capital Improvement Fund for municipal building improvements and maintenance, and Ordinance 05-2025 to appropriate $1,000,000 for municipal roads rehabilitation. Motions to introduce each ordinance passed on roll call with Councilmen BaRoss, Cangiano, Fuller, Councilwoman Galate and Council President Delaney voting aye.
In resolutions, the council approved the hiring of Kevin Gocklin as a police officer (Resolution 2025-89) and the appointment of a volunteer firefighter (2025-90). The council also approved hiring Guadalupe Perez as full-time deputy court administrator (2025-91), and confirmed receipt and review of the 2024 audit (2025-92). Auditor Brian Ko presented changes in the audit and commended borough finance staff for their work during the year.
Other consent resolutions approved included approval of the check register (2025-93), revenue and appropriation requests under N.J.S. 40A:4-87 (2025-94), redemption of two third-party tax lien certificates (2025-95 and 2025-96), a refund of a final utility payment (2025-97), appointment for a dog & cat census (2025-98), and authorization to submit and execute a NJDOT grant contract for Stanley Place and Dorothy Lane roadway improvements (2025-99). All resolutions passed by roll call (BaRoss, Cangiano, Fuller, Galate, Delaney voting aye).
Council members provided brief committee and operational updates. Borough Administrator and CFO Carolyn Rinaldi welcomed new Police Officer Kevin Gocklin and noted the hiring process for the deputy court administrator was conducted with the district vicinage and municipal judge. Rinaldi also updated the council on grant pursuits tied to trail and sidewalk work and confirmed installation of a transfer switch for the Borough Hall generator.
