Mount Arlington council approves $1 million for roads, $100,000 for building repairs and adopts routine resolutions

The Borough of Mount Arlington Council on Aug. 5 approved three ordinances and a slate of resolutions that together advance planned building repairs and roadwork across town.
Council members voted unanimously to adopt Ordinance 05-2025, authorizing $1,000,000 for municipal road rehabilitation, and Ordinance 04-2025, appropriating $100,000 from the capital improvement fund for municipal building improvements. The council also adopted Ordinance 03-2025, which amends Chapter XII of the borough code on salaries and personnel standards. Each ordinance passed on a recorded roll call with Aye votes from Councilman BaRoss, Councilwoman Fostle, Councilman Fuller and Council President Delaney; no members voted against the measures.
Why it matters: the road rehabilitation appropriation targets localized resurfacing and drainage work across several streets, and the building fund will cover targeted repairs and replacements at municipal facilities.
What the ordinances cover: Administrator/CFO Carolyn Rinaldi outlined the planned scope for the two capital ordinances. The $1,000,000 road rehabilitation appropriation will include paving Bertrand Island Road; drainage, curbing and paving on Mountainview Avenue and a portion of Robert Terrace; and drainage improvements and paving on a portion of Elizabeth Way. The $100,000 municipal buildings appropriation will address a roof replacement and interior repairs at the police department, replacement of the council-chamber entry doors, carpet replacement at borough hall, an air-conditioning repair at the library, basement door replacements and new garage doors for the Department of Public Works; the ordinance language also allows for additional repairs if needed.
Resolutions: The council approved a package of routine resolutions (2025-100 through 2025-108). Those measures included approval of the August 5 check register; delineation of 2025 salary amounts and rates; acceptance of the corrective action plan in the borough's 2024 audit report; cancellation of prior-year capital grant receivable and appropriation reserve balances; cancellation of general capital fund unfunded and funded ordinance balances; redemption of two third-party tax lien certificates for specified blocks and lots; and authorization to receive bids for Main Fire House improvements. Council approved the resolutions by roll call with no opposing votes.
Motions and procedure: The ordinances were advanced by standard motions on second reading and adopted during the meeting. Movers and seconders were recorded for each measure in the meeting minutes: Ordinance 03-2025 (motion by Councilwoman Fostle; second by Councilman BaRoss), Ordinance 04-2025 (motion by Councilman BaRoss; second by Councilman Fuller), and Ordinance 05-2025 (motion by Councilwoman Fostle; second by Councilman BaRoss). The council adjourned at 7:58 p.m.
Next steps: Administrator Rinaldi said engineers and staff will coordinate scheduling and bidding for the road and building work; the council authorized receipt of bids for the Main Fire House improvements as part of that procurement process.
