Buckeye Lake council adopts 2026 permanent appropriations, approves Walnut Road contract modifications

Buckeye Lake Village Council on Dec. 8 adopted Ordinance 2025-78, the permanent annual appropriations ordinance for 2026, and approved related contract modifications for the Walnut Road sidewalk and roadway upgrade project.
Councilors unanimously suspended the rules and adopted Ordinance 2025-78 by roll call (Yes: Green, Julian, Keener, Lemmon, Wadley, Wolfe, Cable). The finance committee had recommended the appropriation ordinance earlier in the meeting and urged emergency adoption so the village would have spending authority in place before the new year.
The council also approved two contract modifications tied to the Walnut Road project. Ordinance 2025-75 authorized the mayor to execute a contract modification with O.R. Colan for additional parcel acquisition work for the Walnut Road Sidewalk and Roadway Upgrade Phase 1 (PID #117102). Ordinance 2025-76 authorized a contract modification with M+W Appraisal for additional parcel review services. Both ordinances were adopted as emergency measures after suspension of the rules by unanimous roll call.
Council additionally passed Ordinance 2025-77, which amends the village's 2024 permanent appropriations ordinance, also by unanimous roll call after suspending rules. Earlier in the meeting the council removed Ordinance 2025-72 from the table, amended the appropriation amount from $15,000 to $8,025, and adopted the ordinance as amended; that amendment and final adoption passed on 6-1 votes (Tom Wolfe voted no).
Taken together, the measures provide the village with updated spending authority and allow staff to proceed with design, acquisition and appraisal work for the Walnut Road project. The council recorded each vote by roll call; all ordinance adoptions except the single 6-1 vote on Ordinance 2025-72 were unanimous.
The council did not specify in the meeting minutes the precise funding sources for the Walnut Road project or the effective start dates for the contract modifications. The finance committee noted the urgency of having appropriations in place by year-end. The council's next regular meeting is scheduled for Jan. 12, 2026.
