Planning board asks for greater involvement, forwards letter on Village Partnership Initiative

The Presque Isle Planning Board on Dec. 19 unanimously voted to forward a letter to the City Council asking for greater Planning Board involvement and clearer commitments on utilities, stormwater management and project funding for the Village Partnership Initiative. Chairman Bruce Roope raised the concerns during the new-business portion of the meeting and said the board should be more closely involved in utility and stormwater decisions before the project moves forward.

City Manager Tyler Brown told the board the City is working with the Maine Department of Environmental Protection (MDOT) and expects to complete the concept and grant stages by March or April 2025, with preliminary engineering and design expected to begin in spring 2025. Brown described the update as a timeline for grant and concept work rather than a final design or funding approval.

Why this matters: the board’s request signals that Planning Board oversight will be sought earlier in project development. Board members said unresolved items — who pays for utilities, stormwater control details, and how funding commitments will be structured — affect future land-use decisions and developers’ proposals.

Roope and other members urged caution about promising city-funded utilities or tax-increment financing up front. The board’s motion to forward the letter passed unanimously (motion by Ward Gerow; second by Dave Perry), sending the board’s concerns and requested clarifications to the City Council for consideration ahead of the project’s grant and design milestones.

The City’s next steps, as described at the meeting, are to complete the concept and grant phases with state partners and to begin preliminary engineering in spring 2025. The City Council will receive the Planning Board’s letter; the board did not take any additional formal action beyond forwarding the letter.
