Council approves appointments, procedural policies and a BRIC-funded bridge design contract

Appointments: the council approved appointments to multiple advisory bodies, including Shelby Shay to the Downtown Revitalization Committee, Braxton Dowy to the Recreation and Parks Advisory Board as the youth representative, Gwendalyn B. Defleece to the Assessment Review Board, and Councilor Harold to both the Finance Committee and the Downtown Revitalization Committee. Motions carried unanimously for the listed appointments.
Policies: council approved a proposed "Key to the City" honorary program and a staff-recommended 12-month payment arrangement policy for redeeming tax-acquired properties; both were framed as providing clearer expectations for residents. The council also approved updates to the Airport Advisory Board bylaws to add conflict-of-interest language.
Infrastructure contract: Public Works staff reported that the city received a BRIC (Building Resilient Infrastructure and Communities) grant for design of a bridge over Williams Brook on Henderson Road. Calderwood Engineering of Brunswick proposed design services for $89,490; the grant covers 75% and the city will provide a 25% local match from public-works CIP funds. The council awarded the design contract; construction funding has not yet been secured.
The council scheduled a special meeting for Aug. 20 to interview candidates interested in filling a council vacancy and set a Sept. 3 public hearing for proposed Land Use Code amendments.
